The primary purpose of Fillmore Leroy Area Residents, Inc. (FLARE) is to assist, develop, promote, encourage, and preserve the cultural, economic, social, and physical welfare of the persons residing in its service area, the Fillmore-Leroy Area of the Masten Council District of the City of Buffalo. Alone, and in conjunction with other groups, FLARE develops plans, programs, and community-based informational forums to assist residents in the physical and economic development of our service area; thus spawning development throughout its service area.

FLARE seeks to promote community, business and professional relationships while providing education and awareness, neighborhood activities, and opportunities for enjoyment for residents through promotion and participation in socio-economic, cultural, civic, and athletic events. 


Fillmore Leroy Area Residents Inc. is funded in part by member donations, private donations, the United States Department of Housing and Urban Development, the State of New York Division of Housing and Community Renewal and the City of Buffalo Urban Renewal Agency.
